There is a lot of interest in the future oceans as a ‘Blue Economy’—socially equitable, environmentally sustainable, and economically viable ocean sectors that overlap in harmony and drive global economic growth. However, Blue Economy outlooks can be radically different when we consider social conditions and governance capacity beyond resource availability. The key differences in the future ocean economy will not be due to available natural resources, but to factors that we can invest in, such as national stability, corruption, and infrastructure. Integrating historical natural and social science information on the drivers and outcomes of resource use and management will be essential to find equitable pathways for new or transformed ocean sectors. It will take a concerted and collaborative effort to make sure the Blue Economy delivers on its social, environmental, and economic goals.
